Prerequisite program irregularities in bening food was found 8 aspects. Raw materials used by bening food does not appropriate the Indonesian Nation Standard (SNI) criteria. The evaluation of the critical point with the SPC approach shows that this SME has not been well controlled. Two of the most influential actors in implementing quality management systems at SME level are government and business actors.
